Vanity Number Please Guidelines

1. Chapter III of the Provincial Motor car Ordinance, 1965 says that anyone who owns a registered motor car can apply for Personalized Vanity Plates (PVPs).

 

2. PVPs can't be used on a car that is: i. Suspended or canceled by the government; ii. Token tax defaulter at the time of application;

3. Letters, numbers, or a combination of both may be included in PVPs that are issued.


4. No plate issued under this program may have more than eight characters, including spaces.

                                                    
5. At least one character from the numbers 0–9 or the letters A–Z must appear in PVPs; 6. PVPs must only include capital letters; and 7. PVPs cannot contain dots, dashes, or symbols, such as $ - / >) \.


8. Consecutive spaces are not allowed in PVPs.


9. PVPs are required to use specific fonts and styles.


10. Alpha, numeric, or combination characters shall be shown horizontally on a single line in PVPs.


11. A vanity registration plate may be recalled or denied by the scrutiny committee that was established for that reason. Issued under this scheme, whether read forward, backward, by mirror image, or by phonetic spelling, they must:

 

a) falsely suggest an association with a public institution or a government or government agency/department/authority;

 

b) be redundant, not only with the alpha-numeric of vehicles that have already been registered, but also with PVPs that have already been issued and applied;

 

c) contain language that promotes violence or may lead to an act of violence or other unlawful activity due to the language the applicant requested;

 

d) be profane or obscene;

 

e) make a derogatory reference to age, race, ethnicity, sex, sexual orientation, gender identity, religion, or physical or mental disability;

 

f) connote genitalia or relate to sexual acts; or

 

g) form a slang term, abbreviation, phonetic spelling, or mirror image of a word or term mentioned above.

 

12. The scrutiny committee can demand an application for meaning, explanation, or implications of requested PVP either in writing or by mail. Should the applicant respond poorly or not at all, the committee may decide not to award such PVP.

13. An applicant may prefer an application before the Director General, Excise & Taxation, Punjab against decision to deny to issue or decision to recall a vanity registration plate. An applicant has fourteen days from the date of initial decision to submit the appeal.

To optimize public convenience, guarantee process transparency, and increase government income, personalized vanity plates (PVPs) will only be distributed via online and mobile apps based e-Auction procedure.

15. The applicant has to register personally on the official e-Auction system. For registration he must furnish his name, CNIC, cell phone number, email, etc.

16. The applicant may login using his username and password after successful registration on e-Auction.

17. Owners of a vehicle who have exclusive ownership can seek PVPs in the following categories:

PLATINUM; GOLD b)

18. To obtain the car data and ownership, one must submit vehicle registration mark and registration date.

19. The applicant will be obliged to electronically indicate he understands and agrees to the terms and conditions of the PVPs after satisfactory confirmation of the vehicle and ownership facts.

20. The conceivable alpha, numerical, or combination for PLATINUM category might be:

 

· If ‘A’ is equal to any alphabet from ‘A’ to ‘Z’;

·  If ‘9’ is equal to any digit from ‘0’ to ‘9’;

21. A reserve price of 05 (FIVE) million will be charged for Platinum PVPs that solely include letters or numbers. For instance. 192; Sarah, Bilal, 7, A

22. A reserve price of 04 (FOUR) million will be charged for Platinum PVPs that include alphabets with eye-catching numbers (as listed in the Schedule). S 786, QHS 222, RANA 001

23. The reserve price shall be 03 (THREE) million for Platinum PVPs that include alphabets with a numeric or numerics different than the attractive numbers listed in the Schedule. BILAL152, ASLAM130

24. There can only be three alphas, followed by a space, and three numbers in the GOLD category.

25. A reserve price of 0.7 (seven hundred thousand) million will be set for gold PVPs with attractive numbers (as listed in the schedule). AAA 100, AAA 786

26. The reserve price of 0.5 (five hundred thousand) million will be applied to gold PVPs that contain numbers other than the attractive ones listed in the schedule. AAA 982, AAA 157

27. In order to register or participate in the Gold and Platinum categories, applicants must deposit a participation fee of PKR 5000 and PKR 10,000, respectively. The participation cost is non-refundable and must be paid with each application.

28. Within 48 hours following the application, the Scrutiny Committee will determine whether to approve or reject the submitted PVP.

29. The time frame for bidders to register and pay the reserve price via e-pay will be available around-the-clock. Holidays will also have access to this amenity.

30. Following scrutiny committee approval and non-refundable participation fee payment, the online auction process will begin.

31. For 15 (FIFTEEN) calendar days, the e-Auction procedures against each approved PVP will continue without interruption (or in accordance with department/scrutiny committee policy/rule/decision).

32. After paying the participation price, any more applicants who choose to register for the same PVP may take part in the auction proceedings.

33. The bidder may alter the offer amount by multiples of Rs. 1000 throughout the bidding process.

34. On the fifteenth day following the commencement of the auction processes, at 9:00 p.m. (PST), the outcome of the winning bidders of attractive registration marks will be revealed.

35. In the final 15 minutes of the bid closing time, however, an additional 02 minutes will be automatically granted against a PVP for which the highest bid has been made.

36. The additional two minutes of time will be granted as long as the top bidder's offer is not contested during that time. Thus, upon the completion of the procedure, the bid outcome of such a disputed PVP will be made public.

37. If the winning bidder does not deposit the remaining sum by the PSID's expiration date for the final payment following the publication of the results:

 

i. Bid quoted shall be cancelled;

ii. Shall lose all rights of obtaining PVP; and

iii. The vanity shall be put forth for re-auction.

38. Using the e-Auction platform, organizations, firms, companies, and AOPs can apply for and receive PVPs for their registered cars under the CORPORATE category.

39. In order to register in the CORPORATE category, applicants must pay PKR 10(TEN) million after being approved by the inspection committee.

40. In order to get the vehicle's data and ownership information, applicants must supply the vehicle's registration mark, registration date, and NTN.

41. The applicant must electronically sign that he has read and agreed to the terms and conditions of the PVPs after the vehicle and ownership facts have been successfully confirmed.

42. The applicant must use the e-Auction interface to submit the requested PVP for the assigned vehicle.

43. After the inspection committee gives its permission, the applicant must use e-Pay to submit the reserve price in the way described below:

 

a)    01 (ONE) million for every PVP that just contains numeric or alpha characters;

b) 0.6 million (SIX HUNDRED THOUSAND) dollars for every PVP that has alpha and appealing numbers (as listed in the Schedule);

c) 0.5 (FIVE HUNDRED THOUSAND) million for every PVP that has alpha mixed with numbers that aren't appealing (as listed in the Schedule);

 

44. Applicants may only apply for their registered brands, logos, or slogans that possess copyrights or intellectual property rights.


45. Any PVP acquired by misrepresentation in the CORPORATE category must be annulled and retrieved.

 

46. The department is not required to pay interest on the bidder's reserve price.

47. The Director General, Excise & Taxation, Punjab, will make the ultimate decisions on all PVP-related issues.

48. In the final fifteen minutes of the bidding closing time, the opportunity to make an application and challenge a current bid for any particular vanity will be terminated. The only bidders who can continue bidding in the final 15 minutes are those who were already enrolled or participating prior to the close.

The Attractive Numbers Schedule

For PVPs, the following digits—either alone or in conjunction with alpha—must be appealing registration numbers.
