Token tax is the annual road tax every vehicle owner in Punjab knows. The system changed recently: cars above 1000cc now pay a percentage of the invoice price instead of the old fixed slabs — and that percentage increased this fiscal year. Motorcycles and cars up to 1000cc pay a one-time lifetime token instead.

Vehicles Above 1300ccCapital Value Tax (CVT)
CVT is the tax most buyers of larger cars forget to budget for. Introduced from 1 July 2022, it applies on every transfer — and at new registration if it was never paid. Five quick rules cover the whole thing:

Withholding tax (WHT) is a federal income tax collected once, at new registration of locally manufactured vehicles. Since 1 July 2024 it is value-based, and the filer / non-filer gap is enormous — non-filers pay three times the rate at every engine size.

Passenger transport vehicles pay a flat WHT by seat count instead — once at registration and again at each ownership transfer. The rate reduces by 10% per year from first registration in Pakistan.

Exemptions and clarifications: government-owned vehicles are exempt from the additional fee; for bulk-imported vehicles, the dealer's date of sale counts; for transport vehicles, the fitness certificate date starts the clock.
